Aids to local administration

The Decree 2009/2011 for Interior Stability Pact issued by the Minister of Economy and Finance has provided, in the Explanatory Circular:

• from 2009, a mechanism of incentives for virtuous institutions identified by their position in relation to two economic and structural indicators: an indicator of structural rigidity and an indicator of financial autonomy; virtuous bodies shall be granted a benefit on the balance valid for verification of compliance with the pact.

• The introduction, starting from 2010, of measures to contain the dynamic growth of the debt of local authorities, in line with the same objectives of growth of debt listed in the PFD.

The provincial and municipal administrations in Italy, have the lowest cost impact on the state in the European context. In addition, the non-availability of experts in the recruitment of national and Community funds puts them in situations of serious difficulties that reverberate on the Nation as a whole.
