Commission proposal to limit the CO2

The European Commission today proposed legislation to reduce the average CO2 emissions of new passenger cars to 120 grams per kilometre by 2012. The proposed legislation is the cornerstone of the EU's strategy to improve the fuel economy of cars, which account for about 12% of the European Union's carbon emissions. The proposal further underlines the EU's leadership and determination to deliver on its greenhouse gas commitments under the Kyoto Protocol and beyond.

Environment: Commission takes steps to cut industrial emissions further

The European Commission today adopted new legislation on industrial emissions to strengthen the provisions already in force and reduce industrial emissions throughout the European Union. The proposal will bring significant health and environmental benefits and will create a better level playing field across the EU, reducing competition distortions between companies. It will also simplify current legislation by merging seven directives into one, significantly cutting the administrative burden for industry and public authorities

La Commission européenne a adopté aujourd'hui une nouvelle législation relative aux émissions industrielles en vue de renforcer les dispositions déjà existantes et de réduire ce type d'émissions dans toute l’Union européenne. La proposition apportera des améliorations importantes dans les domaines de la santé et de l’environnement et créera une situation plus égalitaire à travers l’Union en réduisant les distorsions de concurrence entre les entreprises. Elle simplifiera également la législation en vigueur en rassemblant sept directives en une seule, ce qui allègera considérablement la charge administrative pour l’industrie et les autorités publiques.

Strategy against illegal, unreported and unregulated fishing

The Commission presents a comprehensive strategy to combat illegal, unreported and unregulated fishing (IUU) which endangers the economy of the fisheries sector, fish stocks and the marine environment. The measures proposed would restrict access to the European Union (EU) market to those fishery products certified compliant with regulations by the flag State or by the export State in question. It also provides for surveillance of activities at sea, identification of IUU operators, improved implementation of legislation in the fisheries field and better application of sanctions in the event of infringements being committed. The initiative falls within the scope of the Community action plan to eradicate IUU fishing adopted in 2002 and follows on from actions carried out internationally (FAO, RFMO).

Stratègie contre la pèche illicite, non dèclarèe et non règlementèe

La Commission prèsente une stratègie globale pour combattre la pèche illicite, non dèclarèe et non règlementèe (INN) qui met en danger l’èconomie du secteur de la pèche, les ressources halieutiques et l’environnement marin. Les mesures proposèes limiteraient l’accès au marchè de l’Union europèenne (UE) aux seuls produits de la pèche certifiès conformes à la règlementation par l’É°tat du pavillon ou par l’É°tat d'exportation concernè. Elle prèvoit ègalement de renforcer la surveillance des activitès en mer, d'identifier les opèrateurs INN, d'amèliorer la mise en Å“uvre de la lègislation dans le domaine de la pèche et de mieux appliquer les sanctions en cas d'infractions. l’initiative s'inscrit dans le cadre du plan d'action de la Communautè contre la pèche INN adoptè en 2002 et dans la lignèe des actions menèes au niveau international (FAO, ORGP).

The EU Commission cracks down on modern slavery and child sexual abuse

The European Commission has today adopted two proposals for new rules to step up the fight against trafficking in human beings and child sexual abuse, sexual exploitation and child pornography. These new proposals replace existing legislation which has been in place since respectively 2002 and 2004. The new proposals will guarantee full alignment with the highest European standards, provide better assistance for victims and tougher action against criminals responsible for child sexual abuse and trafficking. The proposals also deal with the rapidly changing technologies in the cyberspace

Commission welcomes Council and Parliament approval of new Spirit Drinks regulation

European Union agriculture ministers today reached political agreement on the new Spirit Drinks regulation, thereby sealing a first reading agreement between the Council of Ministers and the European Parliament. The new regulation enhances the clarity of EU legislation on spirit drinks, combines two previous regulations into one and adapts the rules to take account of technical changes, WTO requirements and the EU's system of geographical indications. The new regulation sets out clear definitions for all spirit drinks, and should help producers market their products while providing new clarity for consumers. One of the main points of discussion since the proposal was tabled by the Commission in December 2005 has been the definition of vodka. The new regulation leaves the current definition unchanged, but changes slightly the labelling requirements. In future, vodka made from cereals or potatoes will be labelled simply as vodka. Vodka based on other raw materials will bear the indication "produced from" supplemented by the name of the raw material used. This Regulation shall enter into force on the seventh day following that of its publication in the Official Journal of the European Union.

La Commission se fèlicite de l’adoption par le Conseil et le Parlement du nouveau règlemen

Les ministres de l’agriculture de l’Union européenne sont parvenus aujourd'hui à dégager un accord politique sur le nouveau règlement relatif aux boissons spiritueuses, scellant ainsi un accord en première lecture entre le Conseil de ministres et le Parlement européen. La nouvelle réglementation clarifie la législation européenne sur les boissons spiritueuses, fusionne en un seul texte deux règlements antérieurs et adapte les règles pour tenir compte de changements techniques, d'exigences de l’OMC et du système communautaire des indications géographiques. Le nouveau règlement définit clairement toutes les boissons spiritueuses et devrait aider les producteurs à commercialiser leurs produits tout en apportant une plus grande lisibilité pour les consommateurs. Un des principaux sujets de discussion depuis la soumission de la proposition par la Commission en décembre 2005 a été la définition de la vodka. Le nouveau règlement ne change rien à la définition actuelle mais modifie légèrement les exigences en matière d'étiquetage. à l’avenir, la vodka obtenue à partir de céréales ou de pommes de terre sera étiquetée simplement comme vodka. La vodka obtenue à partir d'autres matières premières portera la mention «produit à partir de», complétée par le nom des matières premières utilisées. Le nouveau règlement entrera en vigueur le septième jour suivant celui de sa publication au Journal officiel de l’Union européenne
