State aid: Commission adopts guidance on training aid and aid to disadvantaged and disabled workers

The European Commission has adopted two guidance papers setting out criteria for the in-depth assessment of large amounts of training aid and of aid to disadvantaged and disabled workers. The guidance outlines the kind of information required by the Commission for its assessment and the assessment methodology, which is based on the balancing of the positive and negative effects of the aid. The criteria are in line with the Commission's refined economic approach in state aid analysis, based on the principles set out in the State Aid Action Plan (see IP/05/680 and MEMO/05/195 ). They are part of the Commission's efforts to clarify and simplify state aid rules.

A new strategic approach to health for the EU (2008-2013)

The present White Paper sets out a new Community health strategy until 2013, which is designed to confront the growing challenges to the health of Europe's citizens, such as population ageing, cross-border health threats or illnesses linked to unhealthy lifestyles. This strategy is also intended to strengthen, in a single strategic framework, Community cooperation in the areas in which the Member States cannot act alone, ensure that health is better understood at European level and worldwide, and secure a bigger role for health in all policies. To this end, the White Paper proposes four principles and three strategic objectives for the coming years.

European partners join lively debate on flexicurity

Today, over 400 representatives of workers and employers, NGOs and government will meet with the European Commission to debate the "flexicurity" approach. Flexicurity combines active labour market policies, flexible contractual arrangements, lifelong learning and modern social protection systems. It can help confront the challenges of globalisation and demographic ageing by ensuring that workers and employers are better equipped to manage change. The results of today's event will feed into the Commission's preparations for a policy communication on flexicurity at the end of June.
