T he European Commission has launched a public consultation on its revised proposals for the regulation of Next Generation Access (NGA) broadband networks, in the form of a draft Commission Recommendation. A previous public consultation held during the last quarter of 2008 confirmed general support for the objective of the Commission to achieve a common regulatory framework for NGA in order to foster timely investment in very high speed networks while ensuring that the competitive structure of the market is maintained. In the light of comments from stakeholders, the revised draft Recommendation includes mechanisms to allocate the investment risk between investors and operators seeking access to NGA networks. The draft Recommendation forms part of the European Broadband Strategy that the March European Council invited the Commission to develop by the end of 2009. The public consultation will be open until 24 July 2009. The Commission plans to adopt the Recommendation, taking account of comments received, before the end of 2009.
La Commission europèenne a lancè une consultation publique sur ses propositions rèvisèes de règulation des rèseaux d'accès de nouvelle gènèration (rèseaux NGA), sous la forme d'un projet de recommandation de la Commission. La consultation publique prècèdente qui s'est dèroulèe au cours du dernier trimestre 2008 a confirmè le soutien gènèral à l’objectif retenu par la Commission de parvenir à un cadre règlementaire commun pour les rèseaux NGA afin de susciter, en temps utile, des investissements dans des rèseaux à très haut dèbit tout en veillant au maintien d'une structure concurrentielle du marchè. À la suite des commentaires des parties intèressèes, le projet rèvisè de recommandation comprend des mècanismes destinès à rèpartir le risque liè aux investissements entre les investisseurs et les opèrateurs qui demandent à accèder aux rèseaux NGA. Ce projet fait partie de la stratègie europèenne en matière de haut dèbit, que le Conseil europèen de mars a demandè à la Commission d'èlaborer d'ici la fin de 2009. La consultation publique sera ouverte jusqu’au 24 juillet 2009. La Commission prèvoit d'adopter la recommandation, après avoir pris en compte les commentaires reçus, avant la fin 2009.
This is the second report on progress under the "Education & Training 2010" work programme. Even though national reforms are going in the right direction, the pace of reform must be speeded up. Investment in pre-school education is of paramount importance for preventing school failure and social exclusion, and for laying the foundations for further learning. The report concludes that, unless significantly greater efforts are made in the areas of early school-leaving, completion of upper-secondary education, and key skills, a larger proportion of the next generation will face social exclusion.
Le prèsent rapport est le deuxième rapport sur les progrès accomplis dans la mise en Å“uvre du programme de travail «É°ducation et formation 2010». Mème si les rèformes nationales vont dans la bonne direction, leur rythme doit accèlèrer. l’investissement dans l’enseignement prèscolaire revèt une importance cruciale pour prèvenir l’èchec scolaire et l’exclusion sociale, et pour jeter les bases de la formation tout au long de la vie. Le rapport conclut qu'à moins que des efforts nettement plus importants ne soient consentis en ce qui concerne les abandons scolaires, l’achèvement de l’enseignement secondaire supèrieur et les compètences clès, une plus grande proportion de la prochaine gènèration sera confrontèe à l’exclusion sociale.
Der vorliegende Bericht ist der zweite Bericht über die Fortschritte bei der Umsetzung des Arbeitsprogramms „Allgemeine und berufliche Bildung 2010". Auch wenn die nationalen Reformen in die richtige Richtung weisen, müssen sie noch beschleunigt werden. Investitionen in die Vorschulbildung sind von größter Bedeutung, um dem Schulversagen und der sozialen Ausgrenzung vorzubeugen und das Fundament für das weitere Lernen zu legen. Der Bericht kommt zu dem Schluss, dass in der nächsten Generation ein größerer Anteil der Bürger von sozialer Ausgrenzung bedroht sein wird, wenn die Anstrengungen in den Bereichen Schulabbruch, Abschluss der Sekundarstufe II und Schlüsselkompetenzen nicht deutlich verstärkt werden.
